A New CAISO Stakeholder Process To Address Reliability

Law360, New York (February 14, 2014, 4:52 PM EST) -- As California continues to address the challenge of assuring adequate capacity with the operating flexibility to assure continuing reliable electric service, the California Independent System Operator ("CAISO") recently launched a new stakeholder process to address “reliability services” on the CAISO-controlled gird.

On Jan. 28, 2014, CAISO issued a “Reliability Services Issue Paper” in which it provided that this new stakeholder process “will look holistically at the [independent system operator's] backstop procurement authority to ensure sufficient resources with the right capabilities are offered into the ISO markets...
