The contractor community’s long anticipation for the final revisions to the regulations implementing the Vietnam Era Veterans’ Readjustment Assistance Act (“VEVRAA”) and Section 503 of the Rehabilitation Act, purportedly, ended. Since early 2011, when the Office of Federal Contract Compliance Programs (“OFCCP”) announced the proposed changes, federal contractors had speculated, debated and awaited their final form.
