Dallas Adopts Partial Plastic Bag Ban, Fee For Retailers

Law360, Dallas (March 26, 2014, 7:30 PM EDT) -- The Dallas City Council on Wednesday passed a measure requiring retailers to charge customers 5 cents for plastic and paper bags, rejecting a proposed total ban on plastic bags in favor of the fee after pushback from retail groups.

Billed as an environmental fee that will cut down on litter and pollution, the partial bag ban will take effect in January and will require retailers that want to continue using paper and plastic bags to register with the city and maintain records of their bag distribution...
