California Weighs Its Own Cap-And-Trade Program

Law360, New York (April 21, 2008, 12:00 AM EDT) -- California's electricity and natural gas providers are getting a chance this week to weigh in on how the state's utilities and energy commissions should recommend allocating or auctioning off greenhouse gas emission allowances.

The California Public Utility Commission and the California Energy Commission held a two-day workshop beginning on Monday to discuss the analysis they disseminated in a new staff paper on how best to implement a cap-and-trade program for the electricity and natural gas industries.
