Pa. Bill Would Allow Integration Of Multiple Gas Leases

Law360, Philadelphia (January 27, 2015, 2:58 PM EST) -- A Pennsylvania state senator introduced legislation on Monday that would allow the state’s Public Utility Commission to regulate the pooling of leased land into units for coordinated extraction activity by oil and gas drillers.

Sen. Gene Yaw, R-Bradford, said that a process allowing drillers to integrate subsurface rights with those of other companies operating in the same area would promote orderly development of the Marcellus Shale and enhance conservation efforts.

“An integration act for Pennsylvania’s Marcellus Shale will provide environmental benefits by encouraging development of the resource using horizontal drilling techniques,” Yaw said in a memo seeking cosponsors for the bill....
