BP's Texas Refinery Still Hazardous, Expert Says

Law360, New York (July 29, 2008, 12:00 AM EDT) -- Oil giant BP Plc has not met federal process safety management requirements or complied with a settlement agreement made with the Occupational Health and Safety Administration in the wake of a March 2005 explosion at its Texas City, Texas, refinery that killed 15 people and injured hundreds more, according to an expert's report.
