Calif. Judge Slams Smog Agency, Delays Power Plants

Law360, New York (July 30, 2008, 12:00 AM EDT) -- A Southern California smog control agency can't subsidize new power plants in the Los Angeles and Mojave air basins until it assesses their impact under the state's Environmental Quality Act, a superior court judge has ruled.
