The proposed legislation, called the "Platform Equality and Remedies for Rights Holders in Music Act of 2006," - a bill to harmonize rate setting standards for copyright licenses under sections 112 and 114 of title 17, United States Code, and for other purposes, also called the "Perform Act" - would require companies offering music through cable, satellite, and Internet networks to be subject to "fair market value" licenses under 17 U.S.C. Section 114. It would also require such companies to take reasonable steps to prevent the illegal copying of music....
