Calif. Unveils Final Draft Of Bold Emissions Plan

Law360, New York (October 16, 2008, 12:00 AM EDT) -- California's ambitious goals to reduce its carbon footprint will require residents to slash their annual emissions by about 4 tons per person and will necessitate improving the efficiency of energy use if the state is to achieve its target of lowering greenhouse gas emissions to 1990 levels by 2020, according to a final draft of the state plan released Wednesday.
