FCC Floats Plan To Expand Rural Broadband Access

Law360, Washington (February 22, 2016, 11:20 PM EST) -- Federal Communications Commission Chairman Tom Wheeler said Friday that he has circulated an order that would reform and modernize funding and expand broadband access in rural communities, saying it was developed through bipartisan compromise.

Wheeler said in a blog post that the draft order, which has not been released publicly, came with “arduous efforts” by Commissioners Michael O’Rielly and Mignon Clyburn and updates the structure of Universal Service Fund support for smaller “rate-of-return” carriers.
