Last June, President Obama signed into law the bipartisan Indian Trust Asset Reform Act (Pub. L. 114-178), or the "ITARA." Officials associated with the Trump transition have stated in meetings with tribal leaders that the new administration intends to implement section 303 of the ITARA and establish an undersecretary for Indian affairs within the U.S. Department of the Interior....
