Payoffs Don't Preclude FERC License: DC Circ.

Law360 (March 16, 2009, 12:00 AM EDT) -- A federal appeals court has rejected the petition of upstate New York towns and cities to review a renewed Federal Energy Regulatory Commission operating license for a hydroelectric power plant near Niagara Falls, contending that the New York Power Authority's deals to pay off certain community members in the event of the renewal aren't relevant to the licensing application.
