Cap-And-Trade Bill Would Spare Big Industry

Law360, New York (March 30, 2009, 12:00 AM EDT) -- A Washington congressman has proposed a bill that would dole out emissions allowances to heavy industry under any future cap-and-trade program, in order to prevent companies from relocating to areas with less stringent greenhouse gas regulations.

Rep. Jay Inslee, D-Wash., on Thursday introduced the “Emission Migration Prevention with Long-term Output Yields Act,” or EMPLOY Act, which would empower the U.S. Environmental Protection Agency to give emission allowances to energy intensive industries.
