House OKs Bill For Expedited Hydropower Licenses

Law360, Washington (November 8, 2017, 8:25 PM EST) -- The House of Representatives passed a bill Wednesday that would expedite some Federal Energy Regulatory Commission consideration for hydropower projects, over Democrats’ concerns that it would circumvent environmental rules.

The 257-166 vote sends the Hydropower Policy Modernization Act to the Senate. Provisions in the bill, sponsored by Rep. Cathy McMorris Rodgers, R-Wash., would designate FERC as the lead agency for licensing decisions under a new licensing regime where it has the power to set a binding schedule for approval by other agencies, states and tribal governments....
