Early in the year, the Trump administration appeared poised to make several significant regulatory changes to the RFS program, a possibility that drew strong opposition from biofuels producers and their influential supporters in Congress. Meanwhile, the D.C. Circuit limited the extent to which the U.S. Environmental Protection Agency can “waive” the statutory volume requirements for renewable fuels, raising the stakes for potential regulatory changes....
