    A Virginia federal judge quashed Precon Development Corp Inc.'s long-running challenge to a U.S. Army Corps of Engineers decision to bar the real estate developer from filling in wetlands for a housing development, reaching on Monday the same conclusion she did before the Fourth Circuit remanded the case.
