    A Texas federal judge on Thursday vacated an earlier sanctions order against a Houston attorney who had been blamed for pursuing frivolous Racketeer Influenced and Corrupt Organizations Act claims, saying that the defendants failed to comply with safe harbor provisions of the sanctions law.
