Japanese ink manufacturer Toyo Ink SC Holdings Co. Ltd. will pony up $45 million to settle a suit brought under the False Claims Act that it intentionally mislabeled the country of origin on shipments of paint pigment to avoid duties, U.S. prosecutors said Tuesday.
