    An Arkansas federal judge refused Friday to grant class certification in a suit accusing Wal-Mart Stores Inc. and Panasonic Corp. of concealing screen defects found in Sanyo plasma televisions, saying Arkansas product liability law cannot be applied to plaintiffs from other states.
