DC Circ. Finds SEC Can't Compel Conflict-Minerals Disclosure
The D.C. Circuit on Monday rejected a controversial U.S. Securities and Exchange Commission rule forcing public companies to disclose their use of African conflict minerals, saying the measure violated the First Amendment "by compelling an issuer to confess blood on its hands."

Retailers Blast SEC's 'Conflict Minerals' Disclosure Rule
Retail trade groups on Wednesday backed the U.S. Chamber of Commerce's appeal of the U.S. Securities and Exchange Commission's disclosure requirement for companies using "conflict minerals," telling the D.C. Circuit the agency's rule shouldn't apply to businesses that merely contract to manufacture products.
