    A Connecticut federal judge on Tuesday refused to definitively rule on a commercial building owner's claim for $2 million in coverage under a Seneca Insurance Co. Inc. policy for damages stemming from a break-in, saying further analysis is required to determine what part of the loss resulted from vandalism as opposed to theft.
