    The Third Circuit's decision Wednesday that consumers who answer prerecorded phone calls intended for their roommates can bring suits under the Telephone Consumer Protection Act is likely to further swell the already bulky class action docket, by stripping businesses like Bank of America of their ability to knock down suits in their early stages, attorneys say.
