Utah asked a Colorado federal court Thursday to let it intervene in a suit accusing the U.S. Fish and Wildlife Service of bowing to pressure from energy companies and not listing two wildflower species that grow on a shale formation as endangered, as it sought to protect an existing conservation agreement.
