A California federal judge has handed a win to a restaurant manager on all class claims that it imposed an illegal 3.5 percent surcharge on customer bills at four Hilton hotel eateries in San Diego, ruling the surcharge doesn't violate state law because it's displayed on signs, menus and bills.
