MINUTE ORDER: In light of the parties' 12 Joint Proposed Briefing Schedule, the Court hereby sets the following briefing schedule: Plaintiffs shall file a motion for summary judgment by August 3, 2026. Defendants shall file a combined opposition to Plaintiffs' motion and cross-motion for summary judgment by August 28, 2026. Plaintiffs shall file a combined reply in support of their motion and opposition to Defendants' cross-motion by September 22, 2026. Defendants shall file a reply in support of their cross-motion by October 6, 2026. Defendants shall file a certified index of the administrative record and serve the administrative record by October 6, 2026. The parties shall file a joint appendix by October 20, 2026.
