ORDER denying 92 Motion to Appoint Counsel - At this time, the Court DENIES WITHOUT PREJUDICE Mr. Baker's request for assistance recruiting counsel. [Dkt. 92 .] It is not apparent to the Court from Mr. Baker's motion whether he is indigent, which is a threshold question that the Court must answer "yes" before substantively analyzing his request.
