   TEXT ORDER: The Court is in receipt of Plaintiff's "Motion for Reconsideration of March 30, 2026 Order Denying IFP, or in the Alternative for Vacatur and Complaint-Specific Screening Pursuant to 28 U.S.C. § 1915(e)(2)" filed via the Alternate Document Submission portal on March 30, 2026. Pursuant to the preclusion order entered on March 18, 2026 by the Honorable Chief Judge Rene Bumb, U.S.D.J., see In re Shaikh, No. 26-27 (D.N.J. Mar. 18, 2026), ECF No. 1, Plaintiff is precluded from filing "any new motions... that pursue frivolous claims or claims related to or duplicative of those previously pleaded and/or adjudicated in other civil actions." Having carefully reviewed the submission, the Court finds that Plaintiff's Motion is patently frivolous and deficient and thus will not be accepted for filing. The Court notes that Plaintiff's Motion is yet another example of the sort of "excessive motions," id. at 1, including for reconsideration, (ECF No. 15 at 4 n.12), that led to the Court's denial of IFP status and the Chief Judge's District-wide preclusion order. Further, while Plaintiff asserts in his submission that the Court should have engaged in a "complaint-specific inquiry" under 28 U.S.C. § 1915(e)(2), it is well established that the Court may deny IFP status without screening the substance of a complaint. See, e.g., Karupaiyan v. Wipro Ltd., No. 23-2424, 2025 WL 89076, at *3 n.9 (3d Cir. Jan. 14, 2025) ("When a plaintiff submits an IFP motion and a complaint, courts can address IFP status and dismissal under § 1915(e)(2)(B) 'in either order or even simultaneously.'" (quoting Brown v. Sage, 941 F.3d 655, 660 (3d Cir. 2019) (en banc))); cf. Do v. PMA Cos., No. 21-18448, 2022 WL 16743478, at *2 (D.N.J. May 4, 2022) ("[T]he Complaint cannot be filed or considered by the Court until Plaintiff pays the fees...."). The Court accordingly directs that the Clerk of the Court shall not file or docket the Motion. So Ordered by Judge Robert Kirsch on 04/10/2026. (pdm)
