Fitzgerald: Plaintiff Securities and Exchange Commission's ("SEC") Motion for Entry of Final Judgment by Default 17 is GRANTED. China Sky and Liu are permanently restrained and enjoined from any further violation of federal securities laws and the rules promulgated thereunder. The Court also ORDERS that Liu is permanently prohibited from acting as an officer or director of any issuer that has a class of securities registered pursuant to Section 12 of the Exchange Act, 15 U.S.C. Section 78l, or that is required to file reports pursuant to Section 15(d) of the Exchange Act, 15 U.S.C. Section 78o(d). The Court also ORDERS the imposition of civil penalties in the amounts of $422,559 for Liu, and $9,550,000 for China Sky, and that Liu reimburse China Sky in the amount of $17,678.
