ORDER GRANTING DEFENDANTS' MOTIONS TO DISMISS AND DENYING PLAINTIFFS' MOTION FOR PARTIAL SUMMARY JUDGMENT - Defendants' Motions to Dismiss (Filing No. 139 ; Filing No. 143 ; Filing No. 145 ) are GRANTED. Plaintiffs' Complaint is DISMISSED without prejudice for lack of standing, and Plaintiffs' Motion for Partial Summary Judgment (Filing No. 164 ) is DENIED as moot. Plaintiffs are granted leave to file an amended complaint within fourteen (14) days of the date of this Entry. If nothing is filed within that time, or if Plaintiffs file a statement indicating that they do not intend to file an amended complaint, then the Court will promptly enter final judgment consistent with this Order. The Court EXTENDS the STAY of discovery and all related deadlines pending further order of the Court and STAYS Defendants' deadlines to respond to an amended complaint and all dispositive motions deadlines pending further order of the Court. If Plaintiffs file an ame nded complaint, then within seven (7) days of the amended complaint, the parties shall contact the chambers of the Magistrate Judge to schedule a status conference regarding additional dispositive motions, discovery, and other remaining case deadlines, and the Court will subsequently set dates, deadlines, and briefing schedules accordingly.
