ORDER: The Court has carefully considered the Objection, the Response, the Reply, the Magistrate Judge's Order, and the applicable law. The Court finds that Magistrate Judge Horan's Order is neither clearly erroneous nor contrary to law. The Court will not substitute its own judgment for that of the Magistrate Judge.
