IT IS HEREBY ORDERED that the magistrate judge's report and recommendation [ECF No. 21 ] is accepted and adopted in it s entirety. This case is dismissed.
IT IS FURTHER ORDERED that the plaintiff's motions for preliminary injunction [ECF Nos. 7 , 8 ], motion to dismiss [ECF No. 17 ], motion for extension of time [ECF No. 25 ], and amended motion for sanct ions [ECF No. 26 ] are denied as moot.
The Clerk of Court is kindly directed to enter judgment accordingly and close this case.

Memorandum Opinion and Order
MEMORANDUM OPINION AND ORDER -GRANTING 9 Motion to Remand to State Court, filed by The County of Comal, Texas. et al. It also finds that the circumstances warrant an award of just costs and actual expenses, including attorney fees, and thus permits any plaintiff who has incurred actual expenses, including attorney fees, as a result of the removal by Defendants to file an affidavit of fees and expenses with appropriate documentation on or before September 25, 2026. On or before October 1, 2026, Defendants may file one and only one response to any such affidavit. The Court further finds that the circumstances warrant imposition of additional sanctions as imposed herein. Because the Court has granted the motion to remand based upon a lack of jurisdiction, the Court MOOTS all other motions (ECF Nos. 2, 3, 4, 5, 19, 40, 47, 48, 49, and 53).
