MEMORANDUM DECISION AND ORDER re: 225 Motion to Dismiss; Because Hanks is not an original source, the public disclosure bar set forth in the pre-2010 False Claims Act applies. The Court therefore lacks subject-matter jurisdiction over Hanks's FCA claim and is accordingly prohibited from exercising supplemental jurisdiction over his state-law claims.
