** TEXT ONLY ORDER ** In February 2026, I dismissed this case without prejudice and closed it because plaintiff failed to comply with the court's order to pay the filing fee or submit a motion for leave to proceed without prepaying that fee. Dkt. 3 . The next month, plaintiff moved the court to reopen the case, contending that he had sent a motion for leave to proceed without prepaying the filing fee to the court before I dismissed the case. Dkt. 6 . I denied the motion to reopen, concluding that the record showed that plaintiff mailed the motion for leave to the court after I had dismissed the case. Dkt. 7 . Plaintiff now proposes an amended complaint. Dkt. 8 . The proposed pleading is STRUCK because I dismissed the case and closed it several months ago. I have discretion to treat the proposed amended complaint as a motion to reopen, but I will not do so because plaintiff hasn't provided any good reasons for that relief in the proposed pleading.
