MINUTE entry before the Honorable Jorge L. Alonso: Plaintiff Dongwon Kim's application to proceed in forma pauperis 3 demonstrates that he lacks income, substantial financial assets that keep him above the poverty line, or other financial support, and is therefore granted. The Court has screened Plaintiff's complaint and finds that it at least arguably states a claim, so the Clerk shall file Plaintiff's complaint 1 . If Plaintiff needs the assistance of the United States Marshals Service to serve process on Defendant, he should promptly fill out and submit a USM-285 form, available on the Court's website, for Defendant. The Court directs the Clerk of the Court, upon receipt of a completed USM-285 form, to issue summons for service of Plaintiff's complaint 1 on defendant. Upon submission of a USM-285 form, the Marshal is appointed to effectuate service of process, and the Clerk shall forward the USM-285 form, summons, and complaint to the U.S. Marshals Service. The Court authorizes the Marshal to send requests for waiver of service consistent with Federal Rule of Civil Procedure 4(d) before attempting service. A telephonic status hearing is set for 8/26/26 at 9:30 a.m. The parties shall file a joint status report by 8/21/26. Members of the public and media will be able to call in to listen to this hearing. Persons granted remote access to proceedings are reminded of the general prohibition against photographing, recording, and rebroadcasting of court proceedings. Violation of these prohibitions may result in sanctions, including removal of court issued media credentials, restricted entry to future hearings, denial of entry to future hearings, or any other sanctions deemed necessary by the Court.
