Counts I and II of the 1 "Complaint for Damages and Declaratory Relief" are DISMISSED WITH PREJUDICE. Counts III, IV, V, VI, VII, VIII, and IX are DISMISSED WITHOUT PREJUDICE because this Court declines to exercise supplemental jurisdiction over them.
