Heightened interest in strengthening pipeline safety laws and regulations results from a number of recent, highly publicized pipeline accidents, including a July 2011 spill of 42,000 gallons of oil into the Yellowstone River, a February 2011 natural gas explosion in Allentown, Pa., that led to five fatalities and extensive property damage, a September 2010 natural gas pipeline explosion in San Bruno, Calif., with eight fatalities and extensive property damage and a July 2010 spill of 843,000 gallons of oil in Michigan, among others....
