Future Of Calif. Cap-And-Trade Is Up To CARB

Prior legislation only provided explicit authorization for the program through 2020 and there was significant uncertainty as to whether the California Air Resources Board had authority to continue regulating greenhouse gas emissions beyond 2020. AB 398 secures the program's future in California through 2030. More broadly, AB 398 represents a significant political and policy victory for Gov. Jerry Brown, who has sought to position the state as a leader on climate change....
