   ORDER (Directing Petitioner to Resubmit Petition) - Petitioner's current submission fails to demonstrate that counsel qualifies as a "next friend" and fails to comply with Rule 2(c)(5). Accordingly, Petitioner is DIRECTED to submit, within eleven (11) days of the date of entry hereof, a petition complying with Rule 2 or a filing demonstrating as to why counsel should qualify as a "next friend," particularly as to the "significant relationship" prong required by the controlling Fourth Circuit caselaw. In his submission, Petitioner must also provide the Court with specific information concerning the date of his transfer from the Farmville Detention Center to his current detention site in Texas, so as to establish that this Petition was filed before Petitioner was transferred out of the Eastern District of Virginia. In the alternative, Petitioner must provide the Court with specific case law citations supporting his argument that Petitioner's previous detention within this District provides this Court with indefinite jurisdiction, including over any petitions filed after Petitioner was no longer detained in this District.
