No. 7) is GRANTED. Because subject matter jurisdiction is lacking entirely, the Court also sua sponte dismisses the claims against the City, the State, and the United States. The City's motion (Dkt. No. 14) is therefore DENIED as moot. The Clerk of Court is respectfully directed to dismiss all claims against all Defendants without prejudice, and to CLOSE this case. SO ORDERED.
