REPORT & RECOMMENDATION - the undersigned RECOMMENDS that the Court GRANT Plaintiff's Motion, Dkt. 123 , and FIND Defendant in civil contempt of the Court's Final Judgment, (Dkt. 106 ), i.e., in civil contempt of the Monetary Judgment, the Section Five Injunction, and the Penny Stock Bar. The undersigned further RECOMMENDS that the Court ORDER Defendant to pay in full the outstanding Monetary Judgment by no later than December 31, 2026, in accordance with the payment provisions outlined by the Court's Final Judgment of March 2, 2016, (Dkt. 106). If Defendant fails to pay the full Monetary Judgment by December 31, 2026, the undersigned RECOMMENDS that the Court DIRECT Plaintiff to notify the Court of his default by January 14, 2027. Lastly, the undersigned RECOMMENDS that the Court once again order Defendant to comply with all provisions of the Court's Final Judgment, (Dkt. 106 ). Should Defendant not comply with the Court's Final Judgment in the future, the undersigned RECOMMENDS that the Court consider imposing further sanctions, such as additional monetary sanctions, incarceration, or criminal contempt proceedings.
