ORDER Granting, ECF No. 19, Parties' Joint Stipulation to Remand to Agency. For the reasons stated in the parties' joint stipulation (which the court construes as a consent motion), ECF No. 19, the Commissioner's decision is reversed and the motion to remand to the agency is granted.
