MINUTES IN CHAMBERS-ORDER by Judge Percy Anderson. For all the foregoing reasons, the Court grants in part and denies in part Defendants' Motion to Dismiss as follows: The Court dismisses the City Council from this action on the grounds that it is not a separate entity from the City. The Court dismisses all claims against the Councilmember Defendants as barred under the doctrine of legislative immunity. Additionally, Plaintiff's fourth and fifth claims for declaratory and injunctive relief, respectively, are dismissed for failure to state a claim. The Court otherwise denies the Motion. The City shall file its Answer to the Complaint no later than July 28, 2026. (See document for further details).; granting in part and denying in part 31 MOTION to Dismiss Case. (aco)
