Plaintiff must include his motion in the memorandum due on 7/17/2026; Defendants' opposition must be included in the memorandum due on 7/31/2026; Plaintiff's reply must be included by in the memorandum due on 8/7/2026. (3) Plaintiff's request to clarify its Order addressing challenges to the FACC is DENIED. The Order is sufficiently clear.
