MEMORANDUM & ORDER -- For the reasons set forth in the attached Memorandum & Order, (1) Defendant Mooney's Motion for Summary Judgment, ECF No. 45, is GRANTED; (2) the City Defendants' Motion for Summary Judgment, ECF No. 48, is GRANTED; (3) the First Cause of Action in the Complaint, ECF No. 1, is DISMISSED as against all Defendants; and (4) the Second and Third Causes of Action in the Complaint, ECF No. 1, are DISMISSED as against the City Defendants. The Clerk of Court is directed to enter judgment consistent with this Order and with the Court's Order of March 27, 2023 and to close the case. SEE ATTACHED ORDER.
