TEXT ORDER that the Court has reviewed the parties' letters 51 , 52 . Plaintiff's request to file the complete Administrative Record under seal is GRANTED. Plaintiff shall file the complete Administrative Record under seal within three (3) days of the date of this Order. Plaintiff's remaining requests are DENIED. On August 4, 2025, the Court ordered the parties to meet and confer and stipulate as to the joint exhibits and the portions of the Administrative Record to be submitted to the Court 16 . The deadline for those stipulations has passed and any objections to the Administrative Record should have been made at that time. The Court's June 15, 2026 Order granted the parties leave solely for the limited purpose of filing any supplements to the Administrative Record they wished the Court to consider in connection with their Motions for Summary Judgment. Briefing on the Motions for Summary Judgment closed nearly six months ago, and the Court will not consider any additional briefing at this time. So Ordered by Judge Zahid N. Quraishi on 06/30/2026.
