Memorandum Opinion and Order: The court VACATES the 6 Standing Order of Reference previously entered in this case; DENIES 4 Plaintiff's request for an ex parte temporary restraining order; and DENIES WITHOUT PREJUDICE 4 Plaintiff's remaining requests for relief. As it does not appear that service of process has been effected as to Defendants in this action, the court DIRECTS Plaintiff to provide Defendants or their counsel with a copy of this memorandum opinion and order. Further, Plaintiff's failure in the future to comply with applicable Local Rules will result in the noncompliant filing being sua sponte stricken without further notice or other sanctions that the court deems appropriate.
