ORDER: The Court construes Defendants' letter as a motion for a temporary restraining order and preliminary injunction, and denies it. An injunction is not a cause of action in its own right, so one can be granted only after an action has been commenced, and when that relief is based on a party's claims. Stewart v. U.S. I.N.S., 762 F.2d 193, 198 (2d Cir. 1985); Moonsammy v. Aviles-Ramos, No. 25 Civ. 5923 (AT), 2025 WL 3442922, at *2 (S.D.N.Y. Dec. 1, 2025).
