FINAL ORDER - For the reasons stated in the accompanying Memorandum Opinion, the Court GRANTS the Motion to Expedite Consideration of Habeas Petition (ECF No. 13 ), DENIES the Petition (ECF No. 8 ), and DENIES Respondents' Motion to Dismiss Petition (ECF No. 10 ) and Motion for Partial Vacatur of Order (ECF No. 16 ) as MOOT. Having so resolved the underlying Petition, the Court LIFTS all injunctions previously imposed. Respondents are ORDERED to provide Petitioner with a copy of this Memorandum Opinion and Order prior to effectuating his removal, however, so that he is fully apprised of the resolution of the underlying Petition.
