For the reasons stated above, the Court RECOMMENDS the Clerk's findings as to the rate applied to the transcript costs be AFFIRMED; that the Clerk's determination regarding the bail transcript hearings be REVERSED; and that Plaintiffs' request regarding depositions noticed by Defendants be DENIED.
