Based on changes to the landscape of this case in light of the Fourth Circuit's opinion, ECF No. 103 , Plaintiffs are directed to file an amended complaint reflecting this court's dismissal of parties and claims, to the extent that dismissal was affirmed by the Fourth Circuit. Plaintiffs are further directed to file a renewed motion for preliminary injunction once the amended complaint is filed. The parties shall confer and submit to the court joint proposed deadlines for filing the amended complaint and for briefing the preliminary injunction and any renewed motions to dismiss.
